The president of Haiti and the
president of USA have the same authority, but not the same power. Power, the capacity
for violence, the command of force and the control of resources is not enjoyed to the
same extent by all leaders. A leader may
have more power than the people, but the leader of many and the leader of a few are both leaders. Authority is delegated, power is acquired while
leadership is assigned. The judicious use of leadership,
power and authority amount to effective rule.
